You need to level up more to open a new tab for upgrade.

U can inherit upgrade level but it will overwrite it on target level because when i inherit zwei with lv 4 upgrade to claw with lv0 upgrade, my claw upgrade change to lv4

As far as I can tell it's at level 40, if you go to "Daily loot" and scroll through the list of tasks until you get to "Hero blessing" and hover your mouse over it you get this
