It might be helpful to know what sort of information you are looking for.
If you're just looking to know what it is, it's a leveling system for after lvl 80. You continue to earn exp that goes toward your elite level. Each time you level up, you get 1 point to put in just about any stat in the Elite Level side of the Character panel, like you would with an attribute point for a normal level up.

Im 105 elite level someone else is 130 on my server it never ends
