Level 100 and elite level.

I did a little search around the forum, the skill you get at level 100 requires 8 points, i was saving them but i have read that you have to restart all over or something like that, in easy words to get the skill level 100 at level 2 you have to level the elite level at 200 or 400 and so on. Can someone explain how it works so i stop so save skill points i can use now, also do you get extra points as i have read and how many if you know. Thanks.

Does anyone know how to get to the map 100 after you get the elite level i have this quest and no idea how to get in there.
