Since the last week, with the increase of the elite bar, i cannot get into the elite bar.

The Elite tab is now inaccessible until level 100. As inconvenient as it is, you will need to resort to using the exp gauge in your Character interface until then.

Thank you. That is really the issue. The character bar is not working. The experience has not increased since the elite bar increase.

Because it is not as visually exact as the gauge at the bottom of your screen, it takes a larger quantity of gained exp to notice a change under the Character exp gauge. The numeric value, however, should increase accordingly.
