S17 is not down. A tcp_error is specifically within your own network. If you access the game through a proxy, check your proxy settings. If you access the game through a library, school, or internet cafe, you will need to ask the network admin to look into it. If the computer is your own, and you have full control over the network, you will need to check all of your network settings to see what might be blocking the site.
