Buying vault and bag expansions

Hello,

I purchased some bag expansions and when I go to buy more and vault expansions it tells me that I've hit the max for my level.

What is the levels that I need to be to expand my stuff? I thought that as long as I purchased my crystals that I could use them as I wished.

There are a few limits in place while under level 35:

1. players below lv 10 cannot use the trade function

2. players below lv 35 cannot use the gift function

3. players below lv 35 have crystal spending cap. (10 - 24, 2000 crystal cap; 25 - 34, 10,000 crystal cap)
