I guess R2 does not have the required permissions to make an EU server in English does it? I think it'd be worth a try to make at least 1 EU server and evaluate how it turns out.
In the worst scenario they know an EU server doesn't have many players, in the best they can boost cs2 with more players.

I checked out that server, they are barely level 30 already talking about who they are going to merge next.
