Reasons why people want new servers:
-Old players become to op.
-Want to start from 0 again
-Atracts new players
Reasons why people want to merge serves and to stop new ones:
-Increases player count per server.
-Stops old characters feel like a waste of time.
-Makes player count per server lower.
Idea I came up with, If you have player diablo 3 you will have noticed that theres a thing called seasons, which is basicly a complete new start with some special things from the particular season in which they are. The equivalent being here a new server. And the server merge being when the seasonal character joins all of the normal characters at the end of the season.
So what there are only 2 servers per region? One in which is the big server which includes all of the big old buffed up characters, and one where the new characters are created. Which has a somthing special about it. You could also reset the rankings with each new "season" so that people can try to get to the top again.
That way we get the best of both worlds
