If you mean the one where you directly draw to this screen-like pad with a pen, then I guess that would be what you mean.
But if you just mean a device where you draw it on a flat board and if you write on with a pen, while looking at the computer screen (Hand-eye coordination is greatly needed at this), then yes. It's a tablet.

You can see some sold at SM North EDSA on cyberzone. The cheapest I've heard goes around 1k pesos.

Or you can try the pixelated method. Just click click click click one pixel at a time.
Another way is do it traditionally, you can print out the template or just do it by scratch.

Nope, you can do just the male or female. Or even both if you want.
It doesn't matter, what we're looking for here is the awesomness.

In truth, photoshop is most preferred by professionals because it gives that "painting-like" look. And a few more options (which I don't know since I do it as a hobby).
GIMP and SAI gives that shiny, clean finish.

Let me show you some small differences between using photoshop and using GIMP or SAI.

    Photoshop:
    Photoshop sample
SAI (I hope my friend wouldn't mind):
    SAI sample

It just depends how you use the software or what's your style.

    Noddies.

I'm working on a costume right now, so scrappy x.x might end up drawing it by hand after all lol, though the scanner would be a problem for me hmm

Photoshop is for those who can afford it, or for those who get it somewhere (like me hehe, I got mine for free, but it is the legal version xP)
GIMP is also an awsome software, I used to use GIMP, and to be honest, I prefer GIMP to PS... but since I can't download GIMP for whatever reason I use PS. But yeah it's more of preference, though I know a lot of people say PS is better, I learn to draw on GIMP, so much more familiar with the keys arrggg I was close to scratching the wall trying to figure out how to get rid of the lines the pen tool leaves in PS just then QQ
