R2 are the ones that come up with the Event Ideas - which are then given to the other communities that have partnered up with R2 - places like Aeria Games, Kongregate, etc.

the event seems cool but the problem if won't be put out limit of account per ip logged,
will have a big lag

I believe that worked with the clover event, but I'd like to know if this is the case, so I can save up until after the event is done, too crowded in BF village with only 3 instances.

Well unlike the first orange seed event, which you can get unlimited number of orange seeds, you have to hunt down elites this time to get some.
So best bet is that Bloodfang farming area wouldn't be as crowded as before.
