Description: For the next week, defeat level 30 and above elite monsters for a chance that they’ll drop an Elite Voucher. Collect 10 of them to exchange for Summer Token x1 at the Quartermaster. Each player can redeem this once per day.

Well, you can still farm elite mobs far lower than your level and get the vouchers from them just fine

sure you do. If you pick the right area, you'll get enough torches while grinding in a low level area that it'll be almost as much exp , if not more.

Sac Plaza probably best map for Exp, no matter what level you are except under 50.
