So why is all the packs we get full of (birds sings)? Sure I get its a support for the new servers, but where is the support to pretty much 94% with outstanding banners?

Not sure what you're referring to since there isn't an NPC that sells honor.....but you can trade bronze, silver, and gold badges for PvP equipment, insignia, and other items at General Krahn in Starglade.
