How does the covenant gear work if you have an Outstanding piece of mistweave when you forge will your covenant come out also outstanding ?

No, it's random quality. The quality of the mistweave gear does not matter.

He means Netheran Covenant gear. Those are Priest exelorn armors.

So let me get this straight ... from reading what you guys said ... if I use a OS mistweave piece in my synthesis I will , will not or maybe get a OS netheran covenant piece ? I just don't wanna spend a hell lot getting OS mistweave and then end up with a poor covenant piece

I've never seen Legendary gear be anything but Outstanding. Pretty sure with the cost and availability of enchanted skill dusts and failure rates being what they are, that anything less than outstanding quality would have been mentioned a whole lot on the forums and I haven't come across any threads about synthing poor Legendary equipment.

He meant the purple covenant pieces.

Also, I've tested. The quality of your mistweave pieces does not affect the quality of your covenant pieces. So if your mistweave is poor quality, it can turn out as OS covenant.
