i think its misleading,
at st i thought i really can open a 3 hotbars at once,
in fact when you have already open 1hotbar u cant open another unless close previous hotbar,
youll end up having message 'cannot enter world, please relogin'

Err...hes talking about hotbars not charaters.....

Also to answer your question, hotbars are the bars where you may put skills,items,and pets for quick usage. (The Bars on the bottom-center of your screen) You may have at most 3 opened at once.

By hotbars they mean the little boxes where you can put your skills and such for quick clicking.

it mean u can make it either 1 , 2 , 3 hotbars but not more than 3 or less than 1

right and the top hotbar doesn't have hotkeys for them so got to click them with your mouse
