i just killing many players in that time until i'm become the most wanted...
BTW..why my pk level decrease every time??what's wrong??
and i'm never seen the people who was get pk level 100 online??or that's just character you're make for make the people interest to doing some PVP??

Your PK level drops every hour (give or take, depending on PK level) you are online and not killing people. The people have high PK levels on the rankings are usually people that liked the thrill of player killing and then quit the game or people who used an alt to farm kills for a place on the ranks and then never log the alt in again.
