Buying and selling character of course is illegal in a way but it actually help the character itself being preserved, the seller and buyer may have their own reason, but what should be warned by the GM is that buying and selling online char is very risky, ultimately for the buyer part. Beside without being notice this thing already happened in every game online -
It's illegal. But sometimes they just joking and trolling in world chat.
