there will be dexter at lvl19 but it is random so you won't see it everytime..then next NPC will be in lvl31 i think(this one is also random) another random NPC will be at lvl39. the first permanent NPC will be at lvl40 then at lvl50. the random one will sell yo silver badges,gold badges,3x exp token,3hr DS,2x drop token and stuff like that for gold and some stuff for xtals. the lvl40 permanent NPC just sells junk like bronze badges. lvl50's NPC has the same things as random NPCComment
