It's always stuck at 0% no matter what server, what browser. I've cleared cookies, cache and history. I've also restarted my computer. Why won't it still connect?

the internet connection is too weak for the server so it gets stuck try buying a total broadband(unlimited internet)--------------------------------------------------------------
