The world bosses spawn twice a day (with the exception of Plantona) after the times listed on the event panel under Boss. So that means all the bosses will spawn at some time after 14:00 and then again at some time after 19:00, server time.

If you are, and everyone in your party is, within 5 levels of a world boss, it will drop purple gear, purified crystals, and a bit of other stuff. Several of the bosses will give you a title, which is very helpful in the beginning. Now, bosses are mostly used to complete rebirth pack quests, so finding a party within 5 levels of the boss so it drops loot is very difficult.

Make sure you are on either L1 or L2.

i was on l2 but i didnt see 1, but you need to kill monsters or does it just spawn?

It just spawns. Look at the map for reference, hang out in that area and you will see one appear in that spot within an hour.
