There are many ways you can't do to stop that actually.
1st As some says be frens with her.
2nd Join with high level guild and ask your guildmates to team up and pk her or ask your high level frens to pk her (if you have) and threathen her to stop pking you.
3rd Post her name in the world chat and inform others about this.
4th Change instances as some says.
5th Report as harrasment as some says.

But 1 thing can't be helped if you are pking people and have pk level. Then, that cannot be helped.

targeting a specific person, even in a game (even PVP), repeatedly is stalking and harassment.

but if you kill everyone equally and doing that repeatedly still goes under harassment ?
even in PvP area like GR, plundering quest, etc ?
