No, being stuck at the loading page does not mean you are banned.
I would suggest the usual, clear all your cookies, cache and such. After that, let your computer download all the necessary cookies and such (will take a few minutes so don't panic yet). If the problem still persists, it may be a slow internet connection, or you might have other applications or etc. opened such as youtube or photoshop. Close all those down first.
