No that is not a bug ate.
Its just that, to have a scorpion you need 1st to tranform your turtle to panther. Then after that you can just buy a raccoon from the NPC(misc vendor) @ Starglade. Then you can transform Scorpion if you have enough MUT(Mount Upgrade Tokens) and to have a BB(Battle Bear) you can just buy a Stallion from NPC(misc vendor) @ Bloodfang Village which is worth 10g. or you can just wait till you level up to 43 and quest the stallion.Dress to Kill
