its an istance go to tree of life map and find the npc ladder guard adron talk to him and go inside crystal ladder(preferably with full pary of strong ppl so u can go higher) there u will have to kill monsters to get to next lvl, every lvl gives u some exp which u will claim after u come out of ladder.

It's in the tree of life. The NPC Ladder Guard. Talk to the NPC and enter the Crystal Ladder. So it's floor 10

You should go with a party, ladder is a group effort instance but getting to dragon mystic is very easy.

Crystal Ladder lvl 10 ,after defeating the monsters in every floor you talk to the NPC inside and you will ascend to the next level until you reach level10
