Since the costumes being bind on equip now is new, and a lot of people don't know, it's understandable that it happened. So many people don't read forums, and the system message to remind people to check out updates is very easy to miss.

Next maintenance, you should have a big welcome screen (like how you have the "first payment pack" screen) so people can see in big letters that new costumes that have never been worn can now be traded. Ideally with a side-by-side comparison picture of a costume that has "cannot be traded" and one that doesn't so people can see the difference.
