It wasn't mentioned in the patch notes; nor have we gotten GM clarification as to why it's there;
so it's probably not even safe to upgrade it.
Even though the up goes through, they might have a rollback specific to deleting the Perfect weapons or something else. :/

They haven't done a single rollback on CS so far in my time, I doubt they'd do it this time. If they do, I hope they rollback a few days extra so I can get my DC's reïmbursed >>

There will be no rollback, the Frag weapon was supposed to be announced, but was not.
So to ease everyone, upgrading your Fragarach Weapon IS indeed safe.

Eh, they sort of had a server problem a while back for me.
Few people weren't married when they were supposed to be.

My post was a few hours back, as you can see, when no GMs or mods replied about frag for a long while after maint
(like 7ish hours or something)
soooo yeah.
