What time does the 2x Seignior Activates?

Before the Server Merging it was after the 9:00 Guild Resource,

But now it never activates so I was wondering what time it activates now?

Seignior is a title synonymous to "Leader", so the Guild Master of the guild that wins Land Grab is Seignior, and can activate server 2x whenever he/she wants. You'll have to find out who that is and contact him/her for details on 2x exp.
