As said bye altasteven, Heroic Wings have a chance of succesful upgrade, also you may earn a lucky star from upgrading, but not every upgrade you may get a lucky star. A lucky star raises your chanced of a successful upgrade of your wings.

u have got to be very unlucky.but at lest your more lucky-er then I am.it take's me about 20 lucky stares just to get a new pier of wings
