idk about your internet loading whether it's fast or not,,but you can do some little trick for it
1. try to just open your game,,CS became soo lag when you open too many tabs.
2. when in game,,do you see under mini map there is some icon,,just non activate it,,if i wasn't mistake make x to 2 box from the right (besides server time) so it could boost a little MS.
3. if u goes to L1, which is so many players which also makes lag there u could jumping to another instances ,,example L2 or L3.
well,,i told you as far as i know,,,, i'm sorry if my english was bad ,,
