I have all 4 of my Goddess's servant skills up to level 5, but still no Votary status!

You need to go to the Wishing Well. Select Goddess Belief, then choose your goddess. From there you'll be able to upgrade.
After you upgrade, go back to that option to find the requirements for moving up to Devotee- you don't need all skills at level 5, only 3 of them in that level.New R2 Community Discord Server: https://discord.gg/VFMzFDqKq5
