How can I use shield cache?

I'm a Rogue at level 74. But I cant use the Shield Cache, why?
I remembered clearly that I successfully use it in my alt, a Mage at level 40.
My question is, how can we use Shield Cache?

you have to collect 10 of it and then double click on it and it will give you a random item..i never though

dang y bother ask? maybe ur cache has a bug on it...

Some of the caches you get all of them in initial questing but I had to obtain my caches for some from world bosses. They drop different shield caches etc. (im not sure if all do and you'll have to be in there level range but i know that Nepenthor does for sure).

You can get the 7 pieces of it by the gift thingy and the 3 pieces in getting lvl 40
