3 Chipped = 1 Flawed
3 Flawed = 1 Scratched
3 Scratched = 1 Normal
3 Normal + 1 PC = 1 Shining
3 Shining + 1 PC = 1 Excellent
3 Excellent + 1 PC = 1 Superior

if u start from chipped gems to get to 1 Superior u need 9 Shining.

27 Normal + 9 PC = 9 Shining
9 Shining + 3 PC = 3 Excellent
3 Excellent + 1 PC = 1 Superior

Total 9+3+1 = 13 PC
