Can anyone give me some guide in stat build,skill build and especially in doing dungeons - Anti-mage Ranger

I thought PVE worlds were where we battled the bad guys of the game like the goblins and such. But today a couple of other players with evil personas were attacking me. I am only a lvl 28 and still learning the ropes, what gives? I'm just trying to complete my quests. IF I wanted Player vs Player I'd go to a PVP world.
