it depends on the skill build and stats allocation but IMO DPS Mage is the best.

comparing mage and ranger is ehh, each has its ups and downs- so it depends on playing style. ranger has a lot of skills that nerf mage. daemon shield is op, makes it so mage does nothing to the ranger every bit.

Rangers are a lot more flexible. A ranger would kill an equally strong mage easily. A ranger also has decent advantage against the other classes.
Also, skill level should not matter unless it's a level 40 vs a level 120.
