If you mean how to actually enter the dungeon itself, then you need to locate the NPC for that dungeons entrance and be in a party
Open that nifty Event tab located
Click the dungeons name you want then the orange NPC-name to auto travel to that location so you can enter the dungeon

1. Get level over 24.
2. Find dungeon NPC.
3. Find party (Optional [Tank, DPS, Healer])
4. Dismount
5. Enter the dungeon for one attempt.
6. Kill all the bosses and get stuff.
