This message appears when you either already have VIP on the character or when VIP is declined. If it was declined, you need to send in a ticket and ask them to write to playspan to clear your declined information from the system so you can try again.
If it happens again, you need to check your paypal account. VIP is a subscription, so your paypal account needs to allow recurring payments. The paypal account might also need to be linked to a bank account or credit card, as well.
