Yes, stats are reset back to level 1 after a rebirth. You will be given 60 attribute points and 12 skill points to start you off as a scion. From there, you will get 3 attribute points every level like normal.

Some times if u r lucky u will get 4 or 5 points .. although u can see only 3 points when u put it in ,say for eg. int . u will get 1 or 2 points extra

you don't get extra points...... its either a scion buff or your soul that's making it 4-5 when u only put in 3. Each level you only get 3 not more and not less

Soul is still active at rebirth. You just can't upgrade anything until you get to the required level.
