I dont think if you are a mortal you cant rebirth at level 100, you have to decide wether you want to go for lvl 100 or rebirth at lvl 80.

i think u can rebirth at lvl 100 but the benefits will be the same as ppl who rebirth at 80....

It shouldn't matter what level you rebirth at once you've hit lvl 80 as long you meet the rebirth quest requirements.

No. When you rebirth your current attribute and skill points are set back to 0. You are then given a set 60 attribute points and 12 skill points. So, it does not matter if you do it at 80 or at 100, you will still only get the set amount of points.

There is no difference with rebirting at lvl 80 and lvl 100... no "additional points" will be given (ON TOP of the +attribute and +skill points for being scion) to people who rebirth at lvl 100....

You can rebirth ANYTIME after you reach lvl 80 mortal (lvl 80, lvl 81, lvl 82, and so on).... rebirth quest is optional... but who doesnt want extra attribute points and skill points that are given to scion >u<....
