Question about Earthen Fragarach Staff (Priest)

Hi, I was thinking to Frageron forge my Earthen Fragarach Staff I to Earthen Fragarach Staf II and I notice that the magic attack and heal in Earthen Fragarach Staff II is lower than the Earthen Fragarach Staff I? I know that the green stats - endurance, intellect is better in Earthen Fragarach Staff II but I'm still confused why the magic attack and heal is lower, could you please kindly explain why?

the earthen fragarach staff's quality is outstanding and the one it shows is for earthen fragarach staff quality normal or ordinary. However, when you forge it, the fragrach staff you get will be quality outstanding so don't worry.
