you have to be rebirth to scion and complete the quest to get it hope this answers your question, ^_^

you can only get the pixie after you rebirth (become scion+)

To complete the quest you must kill Plantona in Glimmering Plains L1. After that return to Tyria village to complete your quest and receive a flower pixie. Then you can begin leveling and morphing it as you please.

first you need to be lv 80 mortal for rebirth.

By the way when you rebirth your char goes back to level 1.
