Someone is duplicating items

I want to report a character for duplicating items, how do I go about it, I got the screenshot and verbal proof of them doing it... since they are bragging about it and trying to get other members involved.

I got 4 screen shots so far to get the whole conversation involving him.

Do I file a ticket or do I just need to post the screenshots up on here
