i got 97 durability on my frag atm, if i upgrade, will the durability be back to 167?

Yes.
If you are going to repair your weapon use Master Repair because if you use Normal Repair it will decrease your weapons durability.

You should normal repair equipment that you can easily replace or your not planning on keeping for very long.
