Well, there are many ways of getting shining gem coupons, such as your Day In Vidalia quests; from the Vidalian pack. You can also get them from a certain streak of the daily login bonus. Another way to get them is in certain events. One does not simply frequently acquire shining gems coupons."Three Rings for the Elven-kings under the sky,

Another way is to make your own Shining Gem and exchange it for the coupon. I do this only to get the Fragarach Shard used for upgrading the Frag Weapon.
Do note:Shining Gem Coupons when exchanged gives you a (BOUND/"Untradeable") Shining Gem, you can't trade it. Also Fragarach Shards, either made from an unbound or bound gems, will still be tradeable.
