armor quality

Is there a way to improve armor quality? like from poor to fair? or does the quality stay at whatever it is?....

It stays at whatever it is.
But if you have more shards you can keep trying to remake new equipment until its outstanding.

It doesn't really matter much when you're lower level. But end game of course is to keep trying for outstanding.
I should note that the stat difference between qualities is 5%.
If you start from ordinary as 1.0 as item synthesis and frag forge shows, poor = 0.9, fair = 0.95, good = 1.05, and outstanding = 1.1
