There's no MUT seller in CS...u will get them by beating lv 30+ dungeons at hard+ mode or by buying them from other players

if you are under lv 45, it's better to buy from players shop in city Instance L1.

Starglade L1 People are normally selling mount upgrade tokens or you could ask to buy in world chat.

If you join an established server . The easiest way, join a good guild and ask (don't beg) for muts and someone will most likely pass over a nice stash. Don't go bear mental like many players, be happy with a panther for a while then the scorpion and begin bear hunting when you can get the free Stallion in Celestial Palace Ice Area around level 45.. On older servers mount upgrade tokens are trash ( 1 silver each if your lucky ) And players may give them to you i normally trash mine after exchanging.

I think the guy meant the MUT Exchange NPC, from the previous event and trashing MUTS is a waste, just exchange them for bound Gmut.
