    i just play earlier, as i thought seignor or x2 exp activate 23:30 or sooner, but now it activate 7am server time? is it new time of seignor?

    Seignior activates whenever the Guild Master of the Guild who owns the Land decides to activate it.

    It's suggested you speak with that player in order to know the time better.
