All times are server time. From the 19th at 00:00, server time, meaning as soon as it turned the 19th in game, lvl 20+ mobs drop starlit hollies. The mobs will continue to drop hollies through the duration of the event, and you need to turn them in. Based on the rest of the information, I would have to assume that you need to turn in hollies to get a present on the 25th if the tree has entered into it's final transformation stage.
