Between the options you gave(Savage & Bloodforge) i'd say Savage (purple)

in farming dungeons , u definitely don't need savage .... because u need dodge rate and def.
while in sengolia or any kind of pvp event , u need savage since a highly recommended to get high armor penetration AP.

that talk does not apply on cashiers .. specially tenet users ... because at lvl 50 mortal they can do purgatory without any equipments

1% additional dodge compared to savage..i bet that helps a lot in lvl 50 mortal when he doesn't have dodge that much anyway, unless

1. he's a casher and can open his way up to immortality soul somehow, which is very unlikely since it opens up at 80+.

2. max monster handbook

just make all set +16 and weapon +16 FS

hmm for non pvp related quest go for the bloodforge (yes u can use this set for pvp still you arent that stiff enough to last long inside a battleground)
for pvp savage all the way purple set is a must
if you can afford the slayer go for it (remember you need to be a lvl 80 to equip this gear)

theres barely a difference it really doesnt matter. worry about leveling up ya noob.
