Got a Demon Egg on my level 1 character through the green dragon lotto (I had a coin from the beginning). Will I be able to use the pet at level 1 if I hatch it or do I need to wait until level 10 to try to hatch it?

Egged pets have a chance of hatching. You might not get the pet. You can use an egg pet at any level. The only pets that are level specific are level specific. Any premium pet that either comes from an egg or is a cash shop pet can be used at any level.
