Yes, it should be fine to manually change your DNS if you know how to. If not you can always use Google for help. XD As for clearing your cache and cookies (for Chrome), go to the side trio-bar icon (next to the favorite star), then click History > Clear Browsing History - a box will pop up; make sure you have Browsing History, Cookies and other site data, and Cached images and files checked.

Clearing your cache only temporarily increases loading time. It's basically wiping a clean slate and your system is re-introduced to the game, hence why it has to reload everything because its memory was cleared.
