Can't buy shop item

I was trying to buy Baby Nymph but there's message pop up saying

' Quota for current level has already been reached '

it happened to me when I was trying to buy Vault Expander too.

does shop item have level requirement to buy item ?

I am Scion level 33 btw.

You need to level up first =) There's a limit on spending crystals when you're low level.
